You could do this downtown, either around People's Square on a non-crowded day, or on the parkish green belt along Yan'an Road below People's Square. If you wanted to keep it more civilized and a little less dangerous, get ahold of actual putters and golf balls (or wiffle balls, or any light plastic ball) and make it actual miniature golf.
If you wanted to be entirely legit, you could do this in any of Shanghai's bigger parks.
